Aims & Objectives

The main aims of the ASEAN and APEC Science Leadership Programmes (SLPs) are:

  • Empowering young ASEAN and APEC researchers with leadership skills so that they can champion their national research and innovation agenda, and
  • Promoting cohesion and collaboration between young researchers from various ASEAN and APEC states for future global research competitiveness.


The speed and quality of the development of science capacity in ASEANAPEC and the rest of the developing world depends not only on infrastructure and the technical training of people, but is intimately linked to the quality of leadership to lead change. It is widely accepted that the future of scientific development lies in enabling interdisciplinary, interconnected and often large, international teams. Training structures are, however, often not set up to prepare a next generation of scientists for the complexities that an interconnected, interdisciplinary approach to science entails. There is an internationally emerging paradigm that recognises that the focus on individual leadership is often inadequate to address complex challenges, which require skills across many sectors and collaborative processes. The ASEAN and APEC SLPs therefore focus on developing collective leadership skills.

Progress

The ASEAN SLP was inaugurated in 2016 as an initiative of the Thai National Science and Technology Development Agency (NSTDA) in partnership with the Global Young Academy, inspired by the successful Africa Science Leadership Programme (ASLP). This pioneer ASEAN SLP is the project corresponding to the findings of the Global State of Young Scientists-ASEAN (GloSYS-ASEAN) 2015 survey.

In 2021, the first APEC SLP was held online, followed by an in-person programme in 2022.

Outcomes

2022 – The second APEC SLP took place in person in August 2022 with 24 selected early to mid-career researchers from 14 APEC countries. Read more here.

2021 – The first Science Leadership Programme to be organized for early- to mid-career researchers and scientists in APEC (Asia-Pacific Economic Cooperation) countries took place online in 2021. The APEC SLP 2021 programme was organized by the Ministry of Higher Education, Science, Research and Innovation of Thailand, through the National Science and Technology Development Agency (NSTDA) in collaboration with Sunway University, the Global Young Academy and the Asia-Pacific Economic cooperation (APEC). Top 24 young researchers from 13 APEC member economies joined as the inaugural cohort of participants. More information here.

2019 – From 1-4 December 2019, the 4th ASEAN Science Leadership Programme (SLP) was held in Hanoi, Viet Nam. The SLP was jointly hosted by the ASEAN Young Scientists Network, Center for Youth Development and International Cooperation (CYDECO), Ministry of Science and Technology Viet Nam, Phenikaa University, the Global Young Academy (GYA), Young Scientists Network-Academy of Sciences Malaysia, and the National Science and Technology Development Agency (NSTDA) Thailand. Thirty-four fellows from eight ASEAN countries (Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Viet Nam) participated in the programme. Read more here.

2018 – From 29 November to 1 December 2018, 30 participants, including returning cohorts from the 2017 ASEAN SLP, came together at the Ministry of Education (AKEPT) in Malaysia. The ASEAN SLP joined forces with the ASEAN Young Scientists Network (ASEAN YSN), a regiona network which brings together talented young scientists from ASEAN countries to collaboratively work towards making an impact at a local, regional and global scale. The programme addressed collective leadership, effective networking and the UN Sustainable Development Goals.

2017 – The second ASEAN SLP 2017 successfully took place near Kuala Lumpur, Malaysia from 7-11 September 2017, with support from the Young Scientists Network–Academy of Sciences Malaysia (YSN-ASM) and the GYA, in collaboration with the Higher Education Leadership Academy (AKEPT), National Science and Technology Development Agency (NSTDA), The World Academy of Sciences Young Affiliates Network (TYAN) and the Ministry of Science, Technology and Innovation (MOSTI) Malaysia and the Ministry of Higher Education (MOHE) Malaysia.

All 10 ASEAN countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam) and Timor Leste were represented, with a total of 35 ASEAN SLP participants, designated as fellows (including 6 returning fellows from ASEAN SLP 2016). The fellows benefited from expert facilitation led by Maggie Dugan and Tim Morley from KnowInnovation and GYA member and Thai Young Scientists Academy Chair, Numpon Mahayotsanun over the 4-day programme. Past GYA Co-Chairs Eva AlisicBernard Slippers, GYA alumnus, Wibool Piyawattanametha and Abhi Veerakumarasivam played a significant role as mentors and provocateurs.

APEC SLP 2022

From 21-26 August 2022, the Ministry of Higher Education, Science, Research, and Innovation (MHESI), together with the National Science and Technology Development Agency (NSTDA), Chiangmai Rajabhat University, ASEAN Young Scientists Network, Thai Young Scientists Academy and the Global Young Academy joined hands to co-host the Inclusive Science Leadership Programme for Early to Mid-Career Researchers in APEC in Chiangmai, Thailand.

APEC SLP 2021
