Peter Gan Kim Soon

Biography

Peter Gan Kim Soon is a public health physician, humanitarian, and researcher who transforms health systems through interdisciplinary science. He has extensive experience across Malaysia’s health system, serving at a rural clinic with a catchment of 9,000 people, leading COVID-19 command operations in a district of nearly 1 million, and contributing to Malaysia’s first Health White Paper, the country’s long-term plan for health system reform. He currently serves as Deputy Chief Executive Officer of the Health Transformation Office at Malaysia’s Ministry of Health, where he directs initiatives focused on disease prevention and addresses conditions that shape good health and wellbeing.

He has pursued humanitarian work alongside his public service. He serves on MERCY Malaysia’s Executive Council and has provided care to Rohingya refugees in Cox’s Bazar, as well as flood relief at home and abroad. He continues to deliver care to patients at the Sentul Free Clinic in Kuala Lumpur. He has also helped shape global policy through the World Health Organization’s Global Health Cluster and served as a Senior Visiting Fellow at the United Nations University Global Health.

His academic credentials include a Doctorate and Masters in Public Health from the University of Malaya, a Master’s in Medical Ethics and Law from King’s College London, and qualifications in Acute Medicine and One Health. As an Adjunct Senior Lecturer at Monash University Malaysia, Dr Peter combines rigorous ethical analysis, health care provision, and evidence-based systems thinking to advance health equity.
