Biography

Researcher, policy analyst, specialist in field of quality and efficiency of public administration and education, the use of business models in public sector, organisational self-assessment. Author of more than 200 publications including several books on quality management, performance measurement, benchmarking and excellence models, values assessment, future of education, public management and good governance. Developer of the Management Functional Assessment Model – MFAM, the Effective Public Service – EPUS Framework, Perpendicular Governance concept. In 2006-2013 head of the research centres in Ivanovo State Power University and Kazan Federal University. Initiator, curator, partner and fellow of various multi-country initiatives, activities and programs under the aegis of the UNDP, EU, CoE, EFQM, EIPA, NISPAcee, American Councils and other international institutions, universities, governmental agencies and NGOs. Youth activist and changemaker. In 2010-2012 as a team leader of the Bid Committee “Ivanovo – European Youth Capital 2014, 2015” brought Ivanovo Candidacy to the finals of this honored European contest for youthful cities. In 2014 launched the Ivanovo Hub of the Global Shapers Community of the World Economic Forum. Current interests are social innovations, non-formal learning, urban development and city branding. Hobbies: jogging, poetry, travel.
